If you’re a veteran, you can qualify for a TPD discharge by providing documentation from VA that shows you have received a VA disability determination because you (1) have a service-connected disability that is 100% disabling, or (2) are totally disabled based on an individual unemployability rating.

Veteran and Family ID Cards 

Yes, if they meet the qualifications. Spouses of 100% disabled veterans are eligible for an ID card. Also, caregivers who are registered in the Program of Comprehensive Assistance for Family Caregivers and who receive a letter from the VA Office of Community Care can also be issued an ID card.
